Since 2013, the City of Auburn has been actively working towards the repowering of the North Division Street Dam Hydroelectric Facility. In December 2014, the City was awarded $1.2 million in grant funds from NYS Empire State Development towards a larger $6 million total project. In 2015, the City of Auburn submitted an application to the US Department of Treasury for Clean Renewable Energy Bonds (CREBs) financing and was awarded $3.8 million towards the project. 

Since procuring C&S Engineers as the project design, engineering and construction administration consultants in Fall 2015, the City has nearly completed Phase I of the project which includes the ordering of the new kaplan turbine and electrical equipment, repairs to the dam and removal of the old flygt turbine equipment. The City is ready to move forward with Phase II of the project which is to install the new turbine and construct the powerhouse.

On February 7, 2017 the City Engineering Department opened competitive bids for the general construction work to completed Phase II of the North Division Street Hydro Upgrade Project.  The bids received were as follows:

1) Gracon LLC- $1,778,100

2) Northline LLC- $2,548,891.85

3) BVR Construction Co.- $2,667,500

The lowest qualified bidder is Gracon, LLC of Loveland, Colorado in the amount of $1,778,100. 

This award resolution is authorizing a bid award to Gracon, LLC of Loveland Colorado in the amount of $1,778,100. This contract will be charged to the North Division Street Hydro Project capital account (ED 8292 440 HY).
